Development of Information Technology in Russia:

Recently the government has applied strict measures against illegal imports of the information technology and has become more serious about the intellectual property.

Funding of the information technology development was significantly less than it was planned, which puts into question the government's ability to carry out ambitious plans for the next few years. In the first quarter of the year, only 1 billion rubles were spent on the information technology development, which amounts to only 5.5% of 178 billion rubles, which were budgeted for 2008.

The government plans to increase spending on information technology projects over the next two or three years, thus the government plans to ensure the competitiveness of the Russian information technology. The government has already developed a number of major projects related to information technologies, including the automation of customs procedures, the introduction of biometric passports and the creation of a national digital library. By 2009, all Russian schools should have an access to Internet, and the federal government will defray the expenses.

In January 2008, the government issued two major decrees concerning the software market. A new code was created to protect intellectual property of the information technology, and the VAT for software license agreements was repealed.

The Russian government plans to ensure every locality of the country a separate telephone line, cellular communications and Internet access by 2015. According to Minister of Communications and Information Technology, each locality of the country should be provided with all necessary means of communication, regardless of its economic importance and population.
